According to a representative of the State Administration for Market Regulation, after the industry’s quick development, prominent issues like unethical medical practices, fake goods, false advertising, and price fraud emerged, endangering the health and interests of consumers.  A guideline to strengthen oversight of the medical cosmetology industry was recently released by eleven central departments, including the State Administration for Market Regulation, the National Health Commission, and the Ministry of Public Security. The goal is to control the industry’s growth and safeguard the rights of consumers.

The State Administration for Market Regulation reports that from September 2022 to February 2023, the administration and ten other central agencies carried out a special operation aimed at the industry’s most pressing issues.But problems persist, the person added, necessitating an enhanced cross-departmental supervisory structure.

However, the official stated that there are still issues that need a better cross-departmental supervisory framework.

  • The qualifying test will be strengthened by the authorities, and when practice licenses are granted, health administrative agencies will disseminate information about the institutions.
  • Health administrative authorities and market supervision departments will exchange data on medical cosmetology institutions.
  • It requests that provincial departments evaluate potential threats to the regional medical cosmetology sector and name issues including marketing, pharmaceuticals, and medical devices as top regulatory objectives.
  • Institutions and personnel without medical licenses banned from providing professional advice.
  • Criminal offenses including commercial bribery, peddling of pharmaceuticals, or making promises during consultations and recommendations that do not follow the law or medical standards will be harshly penalized.
  • Oversight of training will be increased and sanctions enforced.

The State Administration for Market Regulation released a model medical cosmetology consumer service contract in late April. It exhorted institutions to rein in their marketing strategies and avoid inducing appearance anxiety in their PR.

Additionally, the sample text informs customers of the intricacy and unpredictability of medical cosmetology services and directs them toward developing acceptable expectations of the outcomes of the services.
