A guideline to strengthen oversight of the medical cosmetology industry was recently released by eleven central departments, including the State Administration for Market Regulation, the National Health Commission, and the Ministry of Public Security. The regulation are to control the industry’s growth and safeguard the rights of consumers.  Unethical practices, fake goods, false advertising, and price fraud threaten consumer health.

According to the State Administration for Market Regulation, from September 2022 to February 2023, the administration and ten other central agencies carried out a special operation aimed at resolving significant issues in the sector. The official stated that there are still issues that need a better cross-departmental supervisory framework

  • After awarding practice licenses, the authorities will tighten the qualifying test, and the health administrative departments will publicize the institutions’ information.
  • Health administrative authorities and market supervision departments will exchange data on medical cosmetology institutions.
  • Provincial departments must prioritize medical cosmetology risks.
  • Institutions and personnel without medical licenses are banned from providing professional advice.
  • Criminal offenses such as bribery, peddling, and promises will be punished.
  • Tightening supervision of training, punishing acts without medical qualification.

The State Administration for Market Regulation released a model medical cosmetology consumer service contract in late April. It exhorted institutions to rein in their marketing strategies and avoid inducing “appearance anxiety” in their PR.
