The Government has revealed the Union Budget for the financial Year 2020on July 5th 2019, experts has suggested that government has increased spending on Healthcare but that may not be enough. People all over India were expecting the Narendra Modi-led government will take a step forward to advance the ‘promised’ healthcare facilities in India. The Budget 2019 presented by the Finance Minister Nirmala Sitharaman, has allocated 15.4 percent to RS 62.659.12 crore for financial year 2020.

The budget when compared to last financial there is been hike which wasn’t due to Pradhan Mantri Jan Arogya Yojana (PMJAY) or Aysuhman Bharat Scheme. In fact, the budgetary allocation for PMJAY remained the same as the interim budget’s allocation of Rs 6,400 crore in February this year. PMJAY is the scheme introduced by the government on October 2018.This scheme provides the insurance cover up to Rs 5 lakh per family, per year for secondary and tertiary hospitalization, benefiting over 50 crore poor families.

In this budget special allocation of 8 percent to Rs.32,995 crore been allotted to National Health Mission (NHM) . NHM covers most of the central government scheme related to healthcare. Under this National Health Mission – the Health and wellness centers got 33 percent higher allotments. Health and wellness centers  provide comprehensive healthcare which includes non-communicable diseases and maternal and child health services. This 33 percent allotment is in the BJP’s manifesto that mentions about its ambitious program to set up 1.50 lakh Health and Wellness centers (HWCs) by 2022.

Likewise more such allocation that need to be noted is the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), the agency that’s spearheading the creation of All India Institute of Medical Sciences (AIIMS) like teaching hospitals in under-served areas of the country also got a decent allotment of Rs. 4,000 crore. Family Welfare schemes also got 35 percent higher allotment. Government also spoke about setting up National Research Foundation to boost research in all areas

“While the healthcare allocation had been covered in the Interim Budget earlier this year, it is still a little disappointing that there was no new commitment to healthcare in Finance Minister Nirmala Sitharaman’s maiden budget,” said Shankar Narang, COO, Paras Healthcare.

Pharma Industry and All India Medical devices has expressed disappointment. Pharma industry which was hoping for growth of 200 percent weighted deduction of R&D was disappointed. Medical device manufactures says it is deeply anguished by the continued neglect of the manufactures particularly at the time when the industry was complaining of hurt caused by imports.
